Abstract
Denne rapport undersøger, hvordan evakuering i folkeskoler er reguleret og udføres i praksis, samt hvordan risikokommunikation kan forbedres. Med Vita School Bohr i Esbjerg som casestudie kortlægger vi de beredskabs- og bygningsregler, der gælder for skoleevakuering. Vi stiller spørgsmålene: Hvordan er evakueringsprotokollen aktuelt implementeret på Vita School Bohr? Hvordan er risikokommunikation og beredskabsprocedurer struktureret? Hvilke risici er forbundet med en evakuering? For at belyse disse spørgsmål opbygger vi viden om FRAM (en metode til at analysere, hvordan arbejdsprocesser fungerer i praksis) og anvender evakueringssimulation med Pathfinder til at undersøge evakueringsforløb i en grundskole. Rapporten inddrager skolens sociale og kulturelle rammer og identificerer kommunikationsbarrierer med henblik på at forbedre risikokommunikation til medarbejdere, børn og forældre. Hovedfokus er at beskrive risici i form af sandsynligheder og konsekvenser for at understøtte mere rationelle beslutninger om, hvilke risici der kan accepteres, og hvordan de skal håndteres. Vi undersøger også, hvordan kommunikationsstrategier kan gøres mere effektive ved at tage højde for kulturelle forståelser og hverdagens praksisser, for at bane vejen for mere innovative tilgange til risikokommunikation.
This report examines how school evacuations are regulated and carried out in practice, and how risk communication can be improved. Using Vita School Bohr in Esbjerg as a case study, we map the emergency preparedness and building regulations that govern school evacuations. We ask: How is the evacuation protocol currently implemented at Vita School Bohr? How are the risk communication strategy and emergency procedures organized? What risks are associated with an evacuation? To address these questions, we build understanding of FRAM (a method for analyzing how work processes function in practice) and use evacuation simulation with Pathfinder to explore evacuation dynamics in a primary school setting. The report considers the school’s social and cultural context and identifies communication barriers with the aim of improving risk communication for employees, children, and parents. The main focus is to describe risk in terms of probabilities and consequences to support more rational decisions about which risks to accept and how to manage them. We also explore how communication strategies can be made more effective by accounting for cultural understandings and everyday practices, opening a path toward more innovative approaches to risk communication.
