Specialet undersøger, hvordan kvalitet i socialt arbejde forstås og praktiseres på en kommunal døgnbehandlingsinstitution for anbragte børn og unge med psykiske og psykiatriske problemstillinger. Med et kvalitativt casestudie fra Københavns Kommune, baseret på 10 semistrukturerede interviews med medarbejdere, ét interview med lederen samt gennemgang af udvalgte dokumenter, belyses betydningen af organisatoriske rammer og omverdenspres for medarbejdernes syn på kvalitet og metodeanvendelse. Analysen trækker på institutionel teori samt Bryderup og Frørups relationelle dialogiske tilgang og Ejrnæs’ perspektiver. Fundene peger på, at medarbejderne ikke altid anvender institutionens vedtagne metoder og i stedet orienterer sig mod handicapkonventionens omsorgsidealer, hvilket kan ske uden tilstrækkelig refleksion over barnets bedste. Forskellige vurderinger af målgruppen mellem medarbejdere og institution kan begrænse børns udviklingsmuligheder og øge risikoen for stigmatisering. Der peges desuden på manglende kompetencer og utilstrækkelige ressourcer. Specialet konkluderer, at medarbejderne bestræber sig på at skabe en meningsfuld hverdag, men at ressourceknaphed og begrænset teoretisk viden medfører, at institutionen ikke fuldt ud lever op til sit ansvar og børns juridiske rettigheder; afslutningsvis diskuteres, om sådanne tilbud reelt gavner målgruppen eller i praksis ligner moderniserede børnehjem.
This thesis examines how quality in social work is understood and enacted at a municipal residential treatment center for children and young people in care with mental and psychiatric issues. Using a qualitative case study in the City of Copenhagen—based on 10 semi-structured interviews with staff, one interview with the center’s head, and a review of selected documents—it explores how organizational conditions and external pressures shape staff views on quality and the use of methods. The analysis draws on institutional theory as well as Bryderup and Frørup’s relational dialogic approach and Ejrnæs’ perspectives. Findings indicate that staff do not always apply the center’s adopted methods and instead align with the care ideals of the disability convention, at times without sufficient reflection on the child’s best interests. Divergent assessments of the target group between staff and the institution may limit opportunities for development and increase the risk of stigmatization. The study also points to gaps in competencies and insufficient resources. It concludes that while staff strive to create meaningful everyday lives for the children, resource constraints and limited theoretical knowledge mean the institution falls short of its responsibilities and compliance with children’s legal rights; it ultimately questions whether such centers truly benefit the target group or resemble modernized orphanages.
