Abstract
Denne afhandling undersøger, hvordan et bestemt IT-redskab – medarbejderportalen KLIK i Aalborg Kommune – understøtter intern kommunikation og modernisering. Analysen bygger på Niklas Luhmanns systemteori, som ser organisationer som kommunikationssystemer. Case: Aalborg Kommunes Ældre- og Handicapforvaltning under en fælles udrulning af et intranet til hele kommunen. Problemstillinger: - Hvilken sammenhæng er der mellem portalens mål og den faktiske brug, og hvordan kan en sådan ICT formidle kommunikation i organisationen? - Hvordan kan portalen videreudvikles som internt kommunikationstilbud? Underspørgsmålene omhandler mål og funktionsforventninger til KLIK, hvordan målene omsættes i portalen, og hvordan pc-brugende medarbejdere tilgår og anvender KLIK. Tilgangen kombinerer teori og empiriske analyser samt et fremadskuende afsnit med forslag og en metoderefleksion. Resultater: - KLIK kan medvirke til at opfylde kommunens mål ved at styrke den interne kommunikation. - Portalen øger effektiviteten ved at give systematisk adgang til store mængder information og åbner for nye kommunikationsformer. - Mange brugere har dog svært ved at udnytte portalens potentiale, og informationernes tydelighed kan forbedres. - Instruktion og undervisning kan mindske problemerne. Portalen spiller især en rolle ved at give medarbejderne adgang til organisationens kommunikation. Anbefalinger: Afhandlingen fremlægger fire forslag til fremtidige tiltag, bl.a. at adressere de identificerede problemområder, tilbyde løbende læring i daglig brug og inddrage flere medarbejdergrupper for at udnytte potentialet fuldt ud. This thesis examines how a specific ICT tool—the employee portal KLIK in Aalborg Municipality—supports internal communication and modernization. The analysis uses Niklas Luhmann’s systems theory, which views organizations as communication systems. Case: the Administration for the Elderly and the Handicapped in Aalborg Municipality during a municipality-wide rollout of a shared intranet. Research questions: - What is the coherence between the portal’s goals and actual use, and how can such ICT mediate communication inside the organization? - Based on the findings, how can the portal be further developed as an internal communication offering? Sub-questions address KLIK’s goals and functional expectations, how these are embodied in the portal, and how PC-using employees access and use KLIK. The approach combines theory and empirical analysis, includes a forward-looking section with suggestions, and a reflection on method. Findings: - KLIK can help meet municipal goals by strengthening internal communication. - It improves effectiveness by providing systematic access to large amounts of information and enables new conditions for communication. - Many users struggle to realize the portal’s potential, and the clarity of available information can be improved. - Guidance and training can reduce these issues. The portal’s main role is to give employees access to the organization’s communication. Recommendations: The thesis presents four future initiatives, including addressing the identified problem areas, providing ongoing day-to-day learning support, and involving more employee groups so the portal’s potential can be fully realized. Conclusion: There is a link between the goals and the use of KLIK, though there is room to strengthen these links.
