Specialet undersøger samlingen af Arbejdsformidlingen og den kommunale indsats i Jobcenter Mors som led i strukturreformen og etableringen af 91 jobcentre fra 2007. Med udgangspunkt i litteratur om organisationsændringer og fusioner analyseres, om og hvordan de tidligere to systemer kan integreres til et enstrenget jobcenter med fælles indgang for forsikrede og ikke-forsikrede ledige.
