Denne afhandling undersøger, hvordan folkebibliotekerne i Vesterbro og Nørrebro både kan skabe inklusion og udelukkelse. Udgangspunktet er, at tilstedeværelsen af udsatte borgere med sociale problemer kan gøre nogle brugere utrygge—et tema, der også kendes fra andre biblioteker i Danmark med uro, trusler mod personale og hærværk. I Vesterbro og Nørrebro har Københavns Kommunes Socialforvaltning indgået et samarbejde med bibliotekerne om en opsøgende social indsats for at afhjælpe udfordringerne. Studiet er et casestudie med en hermeneutisk tilgang, hvor dele forstås i forhold til helheden, og forskerens forforståelse bruges aktivt i tolkningen. Det empiriske materiale bygger på feltobservationer på bibliotekerne i Vesterbro og Nørrebro samt interviews med socialfaglige medarbejdere. Analysen anvender Erving Goffmans teori til at forstå adfærd i biblioteksrummet og, hvordan regler og ordensforskrifter kan bidrage til stigmatisering af bestemte grupper. Derudover bruges teorier af Ole B. Jensen og Carsten Hvid Nielsen om ekskluderende design i byrum til at undersøge biblioteksrummets fysiske rammer og de mekanismer, der skaber inklusion og eksklusion. Kodning og analyse er tilrettelagt tematisk. Casestudiet konkluderer, at bibliotekerne i Vesterbro, Nørrebro og Blågården er dynamiske, offentlige rum, der forhandles i praksis. Sociale interaktioner, adfærd og fysiske omgivelser virker sammen og kan både inkludere og udelukke forskellige grupper af brugere. Samtidig betyder den åbne adgang og de indlejrede regler, at bibliotekerne rummer dobbelte mekanismer, som på én gang inviterer og begrænser.

This thesis examines how public libraries in Vesterbro and Nørrebro can both include and exclude different groups of users. The starting point is that the presence of vulnerable people with social problems can make some visitors feel unsafe—a challenge also seen at other Danish libraries, where unrest, threats against staff, vandalism, and insecurity have been reported. In Vesterbro and Nørrebro, the City of Copenhagen’s Social Services Administration has partnered with the libraries on a social outreach initiative to address these issues. The study is a case study with a hermeneutic approach, which interprets parts in relation to the whole and makes the researcher’s prior understanding part of the analysis. Empirical data come from field observations at the Vesterbro and Nørrebro libraries and interviews with social work professionals. The analysis draws on Erving Goffman’s theory to understand behavior within the library and how rules and codes of conduct can contribute to the stigmatization of certain groups. It also uses theories by Ole B. Jensen and Carsten Hvid Nielsen on exclusionary design in urban spaces to examine the libraries’ physical settings and identify mechanisms that generate inclusion and exclusion. Coding and analysis are organized thematically. The case study concludes that the libraries in Vesterbro, Nørrebro, and Blågården are dynamic public spaces shaped through ongoing negotiation. Social interactions, behaviors, and physical environments work together to both include and exclude different user groups. Because libraries are openly accessible yet governed by rules, they contain dual mechanisms that simultaneously invite and restrict.
