Abstract
Denne masteropgave fra efteråret 2017 på Master i Public Governance undersøger, hvordan ledere kan understøtte digital ledelse i praksis. Gennem dokumentanalyse af den fællesoffentlige digitaliseringsstrategi og Professionshøjskolen VIAs egen delstrategi for digitalisering samt semistrukturerede interviews kortlægges, hvilke ledelseskompetencer og organisationsformer der bedst fremmer arbejdet med digitalisering. Opgaven bygger på organisations- og forandringsteori, læringsteori samt modeller fra Dansk IT og Digitaliseringsstyrelsen. Resultaterne peger på, at en række kompetencer er kendetegnende for digital ledelse, og at der i VIAs ledelse ses tegn på, at disse kompetencer bringes i spil. Samtidig indikerer studiet, at governance-organiseringen i VIA – altså hvordan ansvar og beslutninger om digitalisering er fordelt – fortsat opleves uklar af aktører i organisationen.
This master's thesis from autumn 2017 in the Master of Public Governance program examines how leaders can actively support digital leadership in practice. Using document analysis of the national cross-government digitalization strategy and VIA University College’s own sub-strategy for digitalization, together with semi-structured interviews, it maps which leadership competencies and organizational forms best support digitalization efforts. The study draws on organization and change theory, learning theory, and models from Dansk IT and the Danish Agency for Digitisation. The findings indicate that several competencies are characteristic of digital leadership and that VIA’s leadership appears to use them. The study also suggests that governance arrangements at VIA—that is, how responsibilities and decisions about digital initiatives are structured—remain unclear to people within the organization.
