Abstract
Dette speciale undersøger den danske velfærdsstat gennem de sociale reformer fra 1956 til 1961. Forsorgsloven fra 1961 er undersøgelsens omdrejningspunkt, og fokus er på de politiske grunde til, at reformen blev vedtaget. Udgangspunktet er folkepensionsreformen i 1956, som var et politisk nybrud og blev til gennem et bredt forlig på tværs af partier. Dette forlig fik flere partier til at ændre deres socialpolitik markant. Specialet spørger derfor, om fastholdelsen af denne brede enighed (politisk konsensus) var med til at forme den efterfølgende sociallovgivning frem til Forsorgsloven i 1961. Undersøgelsen konkluderer, at Forsorgsloven blev vedtaget på baggrund af en vedvarende politisk konsensus om socialt medborgerskab — forstået som borgernes fælles sociale rettigheder til støtte og tryghed — og at det var i denne periode, grundstenene til den demokratiske velfærdsstat blev lagt.
This thesis examines the Danish welfare state through the social reforms from 1956 to 1961. The 1961 Social Assistance Act (Forsorgsloven) is the focal point, and the analysis explores the political reasons for its adoption. The starting point is the 1956 old-age pension reform (folkepensionsreformen), seen as a political breakthrough achieved through a broad cross-party agreement. That agreement prompted several parties to change their social policy substantially. The thesis asks whether maintaining this broad consensus provided the basis for subsequent social legislation up to the 1961 Act. It concludes that the Social Assistance Act was passed because a continued political consensus on social citizenship — understood as citizens' shared social rights to support and security — persisted until 1961, and that in this period the foundations of the democratic welfare state were laid.
