Abstract
Industriel symbiose betyder, at virksomheder udveksler affald og biprodukter, så det, den ene ikke kan bruge, bliver en ressource for den anden. Siden begrebet opstod i 1990’erne, er det blevet fremhævet for sine mange fordele. Alligevel er industriel symbiose næsten ikke blevet gennemført i praksis. En forklaring i forskningen er, at der mangler et koordinerende organ, som kan sætte processen i gang og sikre driften af samarbejdet. I Danmark er denne rolle kun beskrevet i begrænset omfang, og derfor undersøger dette speciale betydningen af et sådant koordinerende organ for etablering og drift af industriel symbiose i havnebyerne Hanstholm og Hirtshals. Specialet vurderer to mulige koordinerende organer, Havneforum og Hirtshals Havn, op imod centrale kendetegn for en symbiosekoordinator. Resultatet er, at de to organer ikke har haft betydning for at starte symbioseprojekter i de to byer. For fremtidige projekter rummer Hanstholm et stort organisatorisk potentiale via Hanstholm Havneforum. I Hirtshals derimod lever Hirtshals Havn ikke op til nogen af de relevante krav til en symbiosekoordinator og kan derfor ikke fungere som koordinerende organ for industriel symbiose i byen.
Industrial symbiosis means that companies exchange waste and by-products, so what one cannot use becomes a resource for another. Since the concept emerged in the 1990s, it has been noted for its many benefits. Yet industrial symbiosis has barely been implemented in practice. One explanation in the literature is the absence of a coordinating body that can kick-start the process and ensure day-to-day operation. In Denmark, this role has only been described to a limited extent. This thesis therefore examines the importance of such a coordinating body for the establishment and operation of industrial symbiosis in the port towns of Hanstholm and Hirtshals. The thesis assesses two possible coordinating bodies, Havneforum and Hirtshals Havn, against key characteristics of a symbiosis coordinator. The findings show that these bodies have not mattered for initiating symbiosis projects in the two towns. For future projects, Hanstholm has considerable organizational potential via Hanstholm Havneforum. In Hirtshals, however, Hirtshals Havn fails on all relevant criteria for a symbiosis coordinator and therefore cannot serve as a coordinating body for industrial symbiosis in the town.
