Abstract
Climate change has made climate adaptation a key part of planning. Climate adaptation means measures that help communities adjust to climate impacts and reduce risk. This thesis brings the European Union’s Adaptation Strategy and Floods Directive down to the Danish municipal level and examines how they are being implemented. Evaluations by the EU and Concito indicate that Denmark is underperforming in municipal climate adaptation. To explore why, the study analyzes three municipal cases through the lenses of governance (how roles, responsibilities, and decisions are organized) and implementation theory (how policy is put into practice). It first reviews what has been done so far, then identifies barriers and challenges. Based on the empirical findings, it discusses ways to strengthen the implementation process using the chosen theoretical framework. The thesis concludes with a set of empirical findings and practical recommendations to improve and sustain climate adaptation work in municipalities.
Klimaforandringer har gjort klimatilpasning til en vigtig del af planlægning. Klimatilpasning er tiltag, der hjælper samfund med at tilpasse sig klimapåvirkninger og reducere risiko. Dette projekt omsætter EU’s tilpasningsstrategi og Oversvømmelsesdirektivet til et dansk kommunalt niveau og undersøger, hvordan de bliver implementeret. Evalueringer fra EU og Concito peger på, at Danmark klarer sig svagt i kommunal klimatilpasning. For at forstå hvorfor analyserer studiet tre kommunale cases med udgangspunkt i governance (hvordan roller, ansvar og beslutninger er organiseret) og implementeringsteori (hvordan politik omsættes til praksis). Først gennemgås, hvad der er gjort indtil nu, derefter kortlægges barrierer og udfordringer. På baggrund af de empiriske fund diskuteres, hvordan implementeringen kan styrkes ved hjælp af den valgte teoretiske ramme. Projektet afslutter med en liste over empiriske fund og konkrete anbefalinger, der kan forbedre og fastholde kommunal klimatilpasning.
