Abstract
This thesis examines how citizens are currently involved in the urban development work of the Center for Technology and Environment (TMC) in Høje Taastrup Municipality (HTK), and how their perspectives can be better included. The study is guided by design thinking (IDEO, 2012), Research through design (Lenzholzer & Brown, 2016), a Research caps approach (Tortzen, 2020), and principles from service design thinking (Stickdorn & Schneider, 2011). The analysis finds that TMC’s citizen involvement is marked by risk aversion and outdated urban design practices, reinforced by a belief that the existing process is largely flawless. To address this, the thesis proposes a democratic innovation: a practical staging guide. The guide brings the arena of urban design into public urban spaces where end users are present, changes what is visible in the process, and actively gives citizens a role on the stage so their perspectives can shape urban development. Together, this points to a refreshed approach to urban design that is more open and participatory.
