Biogasanlæg: udpegning af mulige placeringer

Abstract

Synopsis Dette projekt omhandler det tiltag i Grøn Vækst aftalen, der ved en ventet planlovsændring vil forpligte kommunerne til at inddrage placeringen af biogasanlæg i kommuneplanlægningen. I skrivende stund findes ingen anerkendte metoder til at udpege placeringer for biogasanlæg. I denne opgave er der udarbejdet en metode der er baseret på 4 dele (problemområder). Metoden har til formål at udpege potentielle lokaliteter for placering af biogasanlæg. Metoden søger i første del, Forudsætninger, at afdække hvilke grundlæggende elementer der skal være til stede i lokalområdet, før det anses for realistisk med et biogasanlæg. Efterfølgende Flow undersøger, hvilke dynamiske forhold der skal forefindes, for herved at sikre optimale betingelser for produktionen af biogas. Den tredje del, Bindinger, afklarer de faktorer der kan og vil have (restriktiv) indflydelse på placeringen af selve anlægget. Den sidste del af metoden omhandler den Prioritering der skal foretages i den enkelte kommune som vil placere et biogasanlæg. Ifølge metoden kan det konkluderes, at afstanden til forsynings- og afsætningsmuligheder af produkter i området skal afklares. Ligeledes skal der tages højde for naboer og afstanden hertil. I relation til afstandsgrænserne, er det også vigtigt at vurdere, hvad der skal anvendes af biomasse i anlægget og sammensætningen heraf. Arealbindingerne i det pågældende område skal undersøges og vurderes ift. den enkelte kommunes holdning og profil på området. Politisk opbakning til projektet er uundværlig, ligeledes gælder interessen fra husdyrbrugene, bl.a. gennem aftaler om levering af biomasse.

Abstract This project deals with the initiatives of The Green Growth Agreement (Danish Grøn Vækst aftalen) which will require an expected Planning Act change in the municipalities to include the location of biogas plants in the municipal planning. At this moment there is no recognized methods to identify locations for biogas plants. This paper has developed a method based on four components (problem areas). The method aims to identify potential areas for placement of biogas plants. The method seeks in the first part, Premises, to uncover the basic elements that must be present in the local area before it is considered realistic with a biogas plant here. Subsequently Flow examine the dynamic circumstances that must be present, in order to ensure optimal conditions for the production of biogas. The third section, Bindings, clarifies the factors that can and will have (restrictive) influence on the location of the plant itself. The last part of the methodology deals with the Priorities which have to be made in each municipality who wishes to place a biogas plant. In accordance to the method, the distance to supply and outlets of products in the area must be clarified. Another consideration is the distance to neighbours. In relation to distance limits, it is also important to assess which kind of biomass is required in the plant and the mixture of this biomass. The restriction in the areas must be investigated and assessed in relation to the individual municipality’s position and profile in the field. Political support for the project is indispensable and also applies for the interest from holdings, among other things through contracts for the supply of manure.
