Abstract
This exploratory study investigates how informal and formal learning environments contribute to cybersecurity competence development in Danish small and medium-sized enterprises (SMEs). The study draws on qualitative data, including 21 semi-structured interviews. The investigation identifies several barriers that hinder SMEs from developing sufficient cyber resilience. These range from structural limitations such as resource scarcity and recruitment challenges, to cultural and organizational factors including low awareness levels and fragmented practices. However, the study also uncovers underutilized opportunities embedded in informal learning communities, where tacit knowledge and practical experience play a significant role. Multiple key opportunity areas are identified: the formation of industry-specific learning communities, the prioritization of intentional and practice-oriented security training, improved role clarification in collaborations with IT providers, and the inclusion of non-traditional profiles through hands-on, context-based upskilling. Additionally, the need for a coordinated national support function tailored to SMEs is emphasized. Findings suggest that cybersecurity learning is not only a technical challenge but also a social and organizational one. The study argues that bridging informal and formal learning spaces may offer a more sustainable and context-sensitive approach to capability building.
