Specialet undersøger, hvordan offentlige og civile aktører samskaber i Middelfart Kommunes indsats “Bæredygtige lokalsamfund 2025”, hvor der udvikles lokale udviklingsplaner for tolv lokalsamfund med sociale, kulturelle, økonomiske og miljømæssige mål. Med afsæt i et socialkonstruktivistisk perspektiv gennemføres et indlejret single casestudie med tre lokale delcases (Brenderup, Føns og Strib). Der anvendes metodetriangulering bestående af kvalitative interviews (én med projektlederen som offentlig aktør og tre med repræsentanter fra de lokale miljøer) samt dokumentanalyse. Analysen belyser, hvordan aktørerne samskaber gennem initiativ-, design- og implementeringsfaserne, hvilke gevinster og udfordringer der viser sig i den indledende proces, hvilken samskabelsestype initiativet repræsenterer, og hvordan rollefordeling og ledelsesstil påvirker forløbet. Resultaterne peger på, at både offentlige og civile aktører har en god forståelse af samskabelse og indtager forskellige roller på både input- og output-siden. Rollefordeling bør ses i sammenhæng med den valgte ledelsesstil, da kombinationen kan give både fordele og udfordringer, og der kan også opstå barrierer af økonomisk og strukturel karakter. Initiativet fremstår som en hybrid mellem flere samskabelsestyper, med særligt præg af ansvarliggørende og ligeværdig samskabelse. De tre lokalsamfund oplever processen forskelligt og fremhæver derfor forskellige gevinster og udfordringer. Det er endnu for tidligt at vurdere, om processen bliver en succes, da implementeringen stadig er i gang; dog fremstår samskabelsen som dynamisk og foranderlig med potentielle langsigtede gevinster og udfordringer.

This thesis examines how public and civil actors co-produce in Middelfart Municipality’s initiative “Sustainable Local Communities 2025,” which develops local development plans for twelve communities with social, cultural, economic, and environmental aims. Grounded in a social constructivist perspective, it employs a single embedded case study with three local subcases (Brenderup, Føns, and Strib). Methodological triangulation combines qualitative interviews (one with the project manager representing the public side and three with informants from the local communities) and document analysis. The analysis explores co-production across the initiative’s initiation, design, and implementation stages, the gains and challenges emerging in the early process, the initiative’s co-production type, and how role allocation and management style shape the process. Findings indicate that both public and non-public actors have a solid understanding of co-production and assume different roles on both the input and output sides. Role allocation should be considered alongside the applied management style, as their interplay can entail both benefits and challenges, while economic and structural conditions may also create obstacles. The initiative appears as a hybrid of several co-production types, especially reflecting responsible and equal co-production. The three communities experience the process differently and therefore identify different gains and challenges. It is too early to assess success because implementation is ongoing; however, the co-production process is dynamic and changeable, with potential long-term gains and challenges.
