Specialet undersøger, hvordan den i januar 2019 vedtagne tillægsaftale til Pesticidstrategi 2017–2021 kan omsættes til praksis for at reducere eller eliminere pesticidanvendelse i boringsnære beskyttelsesområder (BNBO) gennem frivillige aftaler med lodsejere. Den centrale problemformulering er: Hvordan implementerer udvalgte kommuner de frivillige aftaler for at opfylde kravet om pesticidfri BNBO, og hvilke elementer er afgørende i lyset af nutidens planparadigme? Metodisk kombinerer specialet litteratur- og juridiske analyser, plan- og vandplanlægningsteori, interview med aktører (bl.a. rådgivere og kommuner), tematisering af høringssvar til den nye BNBO-vejledning, komparative casestudier af Aalborg, Aarhus og Skanderborg Kommuner samt en SWOT-diskussion. Derudover vurderes registrering og tinglysning af servitutter samt den Multifunktionelle Jordfordelingsfond som muligt økonomisk virkemiddel til at understøtte implementeringen og arealprioritering. Specialet munder ud i velovervejede anbefalinger til den kommende BNBO-vejledning med sigte på at balancere grundvandsbeskyttelse og hensyn til berørte interessenter; konkrete resultater ud over disse anbefalinger fremgår ikke af det medtagne uddrag.
This thesis examines how the Supplementary Agreement to the Danish Pesticide Strategy 2017–2021, adopted in January 2019, can be implemented to reduce or eliminate pesticide use in wellhead protection zones (BNBO) through voluntary agreements with landowners. The central research question is: How do selected municipalities implement voluntary agreements to achieve pesticide-free BNBOs, and which elements are pivotal in light of today’s planning paradigm? Methodologically, the study combines literature and legal analysis, planning and water planning theory, interviews with stakeholders (including advisors and municipalities), thematic analysis of public hearing responses to the new BNBO guidance, comparative case studies of Aalborg, Aarhus, and Skanderborg municipalities, and a SWOT discussion. It also assesses the registration and land recordation of easements and considers the Multifunctional Land Distribution Fund as a potential economic instrument to support implementation and area prioritization. The thesis culminates in well-founded recommendations for the forthcoming BNBO guidance aimed at balancing groundwater protection with stakeholder concerns; specific empirical findings beyond these recommendations are not provided in the excerpt.
