En kvalitativ undersøgelse af misbrug af anonyme underretninger i socialt arbejde

Abstract

Børn der udsættes for omsorgssvigt er et samfundsaktuelt problem, som opnår et større og større fokus. Med dette fokus følger også muligheden for at lave underretninger, samt muligheden for at gøre dette anonymt. De anonyme underretninger har dog en bagside, som kan resultere i både chikane, misbrug og falske oplysninger. Dette har store konsekvenser for de berørte familier, men sikrer også en beskyttelse af nogle børn, som har brug for hjælp fra systemet. Denne kompleksitet vil jeg forsøge at undersøge nærmere i dette speciale. Denne opgave undersøger brugen af anonyme underretninger, samt muligheden for at misbruge den. Jeg vil anvende en hermeneutisk tilgang til at forstå betydningen i sociale og retslige sammenhænge. Ved at anvende hermeneutik, som er en tilgang til fortolkning og forståelse af tekster og fænomener, vil jeg afdække de komplekse lag af mening og kontekst, der er forbundet med anonyme underretninger. Den hermeneutiske tilgang er gennemgående i min opgave, både i rekruttering af informanter samt i min analyse og diskussion. Jeg har i mit metodiske arbejde fokuseret på en kvalitativ tilgang, som er gennemgående for specialet. Dette har jeg fundet mest anvendeligt i denne kontekst. Jeg har i mine metodiske overvejelser haft fokus kvaliteterne ved at anvende en kvalitativ metode og anvende interviews. Gennem en dybdegående analyse af relevant litteratur og teori inden for området samt empiriske undersøgelser og eksempler, vil jeg i dette speciale undersøge, hvilken betydning samt konsekvenser misbrug af anonyme underretninger kan have for både den enkelte familie og samfundet. Jeg har udvalgt centrale teoretiske perspektiver til at anvende i udarbejdelsen af min analyse. Ydermere vil jeg undersøge hvorledes samarbejdet mellem borgerne og det offentlige har en sammenhæng med hvilke resultater der skabes for de enkelte familier, og i sidste ende bidrager til at styrke det sociale arbejde med trivsel blandt sårbare familier. Specialet vil derudover fokusere på de etiske, juridiske og praktiske aspekter af anonyme underretninger. Den undersøger også de potentielle konsekvenser af anonymitet for retssikkerhed, privatliv og tillid mellem borgere og myndigheder. Et andet relevant fokus i dette speciale vil være hvorledes kommunikation har en betydning for samarbejdet, og dermed en direkte påvirkning for de resultater som bliver skabt, og det sociale arbejde der udføres. Ved at integrere forskellige perspektiver og tolkninger søger opgaven at opnå en nuanceret forståelse af anvendelsen af anonyme underretninger og de udfordringer og muligheder, de præsenterer i forskellige samfunds- og institutionelle kontekster. Gennem denne tilgang bidrager opgaven til den en diskussion omkring muligheden for at benytte anonyme underretninger og om der er behov for en regulering på dette område. Som en afslutning på dette speciale, vil jeg skabe en perspektivering i en global kontekst, samt skabe relevans for det sociale arbejde.

Children exposed to neglect are a pressing societal issue, gaining increasing attention. With this focus comes the possibility of making notifications and the ability to do so anonymously. However, anonymous notifications have a downside, potentially leading to harassment, misuse, and false information. This has significant consequences for the affected families but also ensures the protection of some children who need help from the system. I aim to explore this complexity further in this thesis. This thesis examines the use of anonymous notifications and the potential for their misuse. I will employ a hermeneutic approach to understand their significance in social and legal contexts. By applying hermeneutics, an approach to interpreting and understanding texts and phenomena, I will uncover the complex layers of meaning and context associated with anonymous notifications. The hermeneutic approach will be pervasive throughout my thesis, both in the recruitment of informants and in my analysis and discussion. In my methodological work, I have focused on a qualitative approach, which is prevalent in this thesis. I found this approach most useful in this context. In my methodological considerations, I have emphasized the qualities of using a qualitative method and conducting interviews. Through an in-depth analysis of relevant literature and theory in the field, as well as empirical research and examples, this thesis will investigate the significance and consequences of the misuse of anonymous notifications for both individual families and society. I have selected key theoretical perspectives to apply in developing my analysis. Furthermore, I will examine how the collaboration between citizens and the public sector correlates with the outcomes for individual families and ultimately contributes to strengthening social work for the well-being of vulnerable families. The thesis will also focus on the ethical, legal, and practical aspects of anonymous notifications. It will explore the potential consequences of anonymity for legal security, privacy, and trust between citizens and authorities. Another relevant focus of this thesis will be the role of communication in collaboration and its direct impact on the outcomes and social work performed. By integrating different perspectives and interpretations, this thesis seeks to achieve a nuanced understanding of the use of anonymous notifications and the challenges and opportunities they present in various social and institutional contexts. Through this approach, the thesis contributes to the discussion on the possibility of using anonymous notifications and whether there is a need for regulation in this area. As a conclusion to this thesis, I will provide a perspective in a global context and establish relevance for social work.
